I am having the same problem and I'm at the end of my wits now: spent days researching and reading comments. Nothing works to get the damn winged icon to appear!!🤬
I'm at level 47, 150 residential buildings fully upgraded, and numerous placed in specialisation areas... Nothing!
It has to be a glitch...
