For the water, make sure there is a road connecting the water to the buildings. Even if they are next to each other, if their road doesn't connect, they won't. If it appears the road connects, move each building away and back, to ensure they are connected to the road they are next to. If you demo a road and then later rebuild it, sometimes the connection is lost. It is supposed to reconnect automatically, but occasionally it just loses track until you manually move things around. Also move the water, fire departments, police departments, etc. to a different location and then back, to ensure they are registering correctly. When you do this, they only need to be moved for a few seconds.
