Since the Epic Points are also used to build the mountain area, how do I know how many points I have available?

No, it's means during the epic project you get an amount of points in trade for an item they require.
For example an university will offer 3 points for your item.

You can find out how many points you have by pressing on the Epic Project icon, it will show your points and the next tier level. By pressing "show tasks" it will take you to the Epic icons. As you already know those icons will offer you xxx amount of points for an item.
And as kiryl pointed out there will be different points for each individual offer.
