I used to play this game on my iPad 2 until the app stopped working on it. So I decided to continue on my phone, but sadly, I think it's safe to say that you cannot transfer a city from one device to another. I tried everything and still came up empty handed and completely lost my city. Now im not saying there isn't a way to do it, im just saying that it's highly likely that it is not possible.
