Yes, you can play the same city on both. You'll have to play through the training on your phone, but once that's done you'll be able to login using Facebook and Game Center. Once you're logged in to those accounts on both devices, they'll sync with each other.

Or you can start a new city on the iphone and use that city to supply your city on the ipad with expansion items and storage items. Thats what I do and I must say I am moving along quite nicely with my first city. I make shovels, hammers, tape measures, nails, planks and chairs in the iphone city and on the city on my ipad I concentrate on the more time consuming items. The only thing is you have to make up a second facebook account so that you can trade between the two cities
