Services all say that i need to upgrade, but i still have capacity

I have lost happiness levels from 100 all the way to 12. I have lost 80k+ population and all the revenue I should have earned for the past 24 hours due to this. All my services - water, garbage, sewag...

Make sure all of your roads are connected to each other.  

If this doesn't work, move the power plants closer to the residential areas.  Once they seem connected, move them away a small amount at a time until you find where they don't register.  Then bulldoze and rebuild that section of road.
