Unable to add friends

I only have 11 friends but I have been unable to add more yet there are rewards for having 15 friends and 30. How do I solve this

Bug with power water and sewage after update
I too have the same issue I am reading left and right. Capacity is over the demand and I am still getting errors about power water etc. Roads are fine, nothing is broken. Any ideas?
