What if i want to change city layout?

What do I do I want to change my entire city around? New layouts, new roads, etc.

I tried the click and drag for my sims 4 and cant figure it out ... im so confused.... theres no edit mode.... i want to be able to make my city how i want with more houses and lots like in sims 2
