Why are epic projects not appearing on some of my specialization buildings?

I have quite a few specialization buildings, but why are epic projects only showing up for two of those buildings? You can see in my screenshot that there's a 3-point epic project for my heliport and a 1-point epic project for my department of transportation... but in this same screenshot, there's also my library and my stadium... no epic projects for them...

    Library is Education, Stadium is Entertainment.  They would not have Epic items when you're doing a Transportation Epic Project.  Only Transportation buildings will.

    See pic, This says the Specialization I will be working on is Gambling if I select it, so only gambling buildings will show up if I do this Epic Project.  There is a "Change Specialization" button there as well.  If you would prefer to work on a different specialization, you need to click that to change to a different Specialization.

    I've noticed that "department of ..." no longer shows up in epic challenges for me (but they did before). Somebody mentioned that only eight specialization buildings are active at any given time (but I could swear I've seen > 10).

    If only the top largest epic point specializations are used, I can do education, beach, and mountain (all of the have multiple specialization buildings < 3 epic points). I've avoided them in the past to focus on entertainment, landmarks, and transportation, where all are 3-pt epic except "departmebt of ..." building.

    Anybody know for sure?
