City is not processing. Rollback or abandon. Rollback fails.

I created a second city in a private region.  I started to set up but went to region view pretty early to see what I could do there because I was curious...now I can't go to my second city.  I chose to rollback (not a big deal, I had just started), but now I can't visit or gift from my first city to the second nor is the second city an option to load...but it's stuck there on the region view!!  I want to restart it or enter it to continue, but I can't!
