City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

Twice had to roll back the city. Now i can't load my city or start a new city. I do not want to create a new city. I want the one that i've worked for the last 24hours up and running. PLEASE.
