frozen animation sim city

The animation for a disaster is frozen in one of my cities in Sim City 5. Everything esle works fine and when I restart the animation is still there. IT doesnt bother me as much as the music which is also in consistant loop. I think it's frozen or bugged in the server not on my computer. I also restarted the computer and when I turn on the game the animation is stilli in the map with the looped music. Can anyone help?
