Sim City (regular download PC Version)

Hello,

I wanted to start my old classic vintage PC game Simcity complete version (bought 2013 - and registered - so its avaliable in my EA Account ) 

How do you start it nowadays? 

At start it always ask for admin rights than it starts - cant connect to the Servers and shuts down.
