simcity 2013 can't start new city

I have been playing SimCity 2013 for a while now and just recently this issue has come up.  I can create a new region and I can claim and play one city.  However, when I try to claim a new city in the region, the load screen comes up and says 'Entering'...  There is no name in the 'Entering' space, and the new city never loads.  I can go back into the first city and play it just fine, but I cannot start any new cities.

I play SC2013 in single player mode.  I have created other regions prior to this issue and was able to claim and play all the cities available in the region.  Only in the last month has this issue of only being able to play one city in a new region come up.

How do I resolve this issue?

    A couple of suggestions - if you have any mods installed, try removing them and then claim the new city. If you're claiming the new city from the main menu, try going in to one of your other cities, and claim it from the region view. Repair Game - in Origin, right-click SimCity icon and choose Repair Game. Use SimCity Recovery tool - Default location is Program Files (x86)\Origin Games\SimCity\SimCityRecovery, run SimCityRecovery.exe in Administrator mode.
