Simcity 4 Rush Hour not available

I bought SimCity 4 Rush Hour Deluxe and now I can't play it. I changed computers a few days ago and when I went to download it it wasn't available. Now there is only the normal version.
The situation is even worse because I bought the game twice. In fact, I was forced to buy it again.

I bought SimCity 4 Rush Hour Deluxe when it came out. Unfortunately, when I bought a new computer a few years ago it was no longer possible to use the CD. So, I had to buy the game again, through Origin, as it was not possible any other way.

So I bought the game twice and now I can't play it. Obviously I should have access to the game I purchased and not another.
However, I downloaded the version that is available. However, it doesn't work because it always crashes.
