Why can't I start a new city within my region?

I can't seem to figure out why but suddenly, I'm unable to start a new city within a region I've already had created. I don't ever play online with others, I play by myself. I also can't even create a new region and start new cities there. I get a pop up saying that I can't load the city and to try another city. They won't even load. I just end up getting the loading page and the loading page doesn't even say the city I'm entering. I can't even resave my cities I already have. I've had issues with sim city 4 on steam as well and this is just frustrating. I have looked around but haven't found the answer to my question. I could only find answers on people playing multiplayer and I'm having issues as just a single player. I have Sim City deluxe and I've owned it for years without issue until today.

    @ah46567 - That does sound extremely frustrating. So, to be sure I understand, you're playing SimCity Deluxe in Offline/Single Player mode through Origin? Are you playing on a PC with Windows? Did you recently install a patch or update to your OS? Do you have an EA Play subscription? Are you using One Drive?

    The first thing I would try is to repair the game - In Origin, right-click the SimCity icon and choose "Repair" (you'll need to be online to do this). Double-check that SimCity.exe and Origin.exe are added to exception lists in any anti-virus and anti-malware programs.

    Launch Origin and SimCity "As Administrator" and load an existing city in a region that you've already played. If that works, then go to the Regional View and see if you can claim a city from the Regional view. 

    If it still won't let you claim a new city, please reply back with answers to the questions I asked above.
