allow the option to flat out remove shadows for low end devices

if your making a game for free on pc, it makes sense to at least somewhat cater to those on lower end devices. and having shadows at all can make the game run way worse than if they werent there. thats all, also lowering the resolution doesnt appear to actually change anything on the lower resolutions but that may just be me
