Clothing movement

I don't like that my characters clothes Jiggle. The clothes should move and flow like fabric, but they currently have a rubbery bounce to them. It would be cool if the clothes rippled in the wind or reacted to things when I hit them.

Only the Start menu UI is experiencing issues.
Suddenly, only the Start menu UI became see-through or started missing parts. Restarting the PC or reinstalling the game didn't fix it. Has anyone else experienced similar symptoms?
