The issues that I'm having have brought me to the brink of insanity.

Instead of complaining, I'm just going to list the issues I have and pray to God that somebody has a solution. FPS usually locked to 30 until I switch the Global Graphics preset to Ultra. After...

Could you elaborate on what RTSS is? I'll def try this, just curious about the settings I'm messing with lol

It is RivaTunerStatisticsServer, it comes with MSI afterburner. It allows you to hard cap any game you want to any fps you choose
