How old do you have to be to play Skate 3's online content?

At what age does EA let you play the online content of Skate 3?  I understand the age of registering on Microsoft cannot be changed and that's what EA looks at to determine age.  My step son is about...

I'm 13 on my xbox one and it says I have to be signed in on my origin account but it says I'm not old enough to log in on my origin acount
