Have you tried to connect Online and disconnect / reconnect to Xbox Live, because I believe you must have an active connection to Xbox Live in order to unlock achievements.

Trophies and Achievements are maintained by Sony and Microsoft respectively. If the issue is specific to an Xbox Achievement, please contact Microsoft support directly here.
