What are you missing in the game?

I have this same problem. All of the Celebrations content is still locked after buying the upgrade. It works on my account on Xbox but not on my son’s account on same Xbox. When we access the upgrade through the store it tells him that it has been purchased and he can use the content. @EA_Atic

@OldManNobscot are you Xbox sharing it?
The content don't share between accounts you would need to buy it on each account.

@EA_Atic I am having a similar problem I was hoping I could get help with. I purchased and downloaded the upgrade and all appearances are still locked.
How can I fix?

I think that is absolutely ridiculous. Any other game that I have allows me to share add ons I have bought with my kids x box. I will not buy this a second time nor will i be purchasing any more EA games until this issue has been fixed. I do find this very unfortunate though because this was one of mine and the kids favorite games and we were all very excited for this package to play each other with some really cool content. Very dissapointed EA

@EA_Atic First I had difficulty purchasing the game through my son's XBOX One Account, even after I purchased $25 extra dollars in a gift card on his account. So, I searched to see where the Celebration expansion pack might say that it was only for one account, and did not find any language stating that anywhere in your documentation. So, I logged in as myself and purchased the expansion. It registers as "installed" on both my son's login and mine on the XBOX. But, I don't see the content in my game or in his either. Both of us only play "offline." The update downloaded very fast. Too fast. Is there more content that loads when you sign in online?
In any case, if I'm reading this thread properly, you're saying that the best I could hope for would be to only have it work on my account. That is not what I paid for. Nor do I think that is an acceptable answer. Please escalate this to someone who can give us an answer or a refund.
