F key on PC not consistently triggering ability

Summarize your bug When trying to use the F key on PC to trigger an ability (e.g. Toughen Up for Assault class), it sometimes does not trigger and requires a second press.

Steps: How can we find the bug ourselves? 1. Play assault class in Strike (or GA or Blast). 2. Try to use ability assigned to F key multiple times over the course of the match.
What happens when the bug occurs? The ability does not activate.
What do you expect to see? The ability should immediately activate without having to press the F key a second time.

I've verified my keyboard is OK - i.e. F key responds as quickly as any other key outside the game.
This is an issue with any character, not just assault class. For example, the shield for Specialist does the same thing. That one is particularly annoying, as I often die because the shield doesn't come up.
