You have two monitors connected, so you're saying you've tried different cables and connections on both monitors and your RTX 3060? You might consider sticking with one monitor while you are troubleshooting.
If you look at the Diagnostics section of the report, you will see that multiple programs are having issues. Some of the issues suggest you have a memory issue, so make sure your memory is not faulty and that you have the speed in BIOS set to a speed your CPU supports (up to 4800 MT/s for DDR5 or up to 3200 MT/s for DDR4).
Obviously, make sure your BIOS is up to date.
Work thru the issues for each of the items mentioned in the Diagnostics section.
