i playing PC platform. Yes i got change new ip address using CMD and change my DNS server but is still same it cant connect also

Have you tried out any other steps from this article? I really recommend running the game in clean boot mode and opening dedicated ports on your router.

It's slightly more complicated with opening ports, because it depends on the model of your router. However, this website is probably the best source of information regarding forwarding ports.
