I've managed to fix it 🙂
The only other bug report that sounded similar was where people couldn't fully access in-game customisation menus. The fix was to change the resolution to the native for their monitor.
Since i wasn't able to access anything other than the top option in each section, i couldn't change the resolution from the 3200x1800 it had randomly got stuck at to the native 4K for my monitor.
I opened the game's config file by pasting the following into windows explorer address bar
%LOCALAPPDATA%\SwGame\Saved\Config\WindowsNoEditor\GameUserSettings.ini
In the file that opens, scroll down to the resolutions and change to the native resolution for your monitor (coloured red below)

Version=6
Save the file and close.
After starting the game i was then able to fully navigate the options menus and change all settings again.
I have no idea why my resolution changed, or why i was unable to navigate all options when not in native resolution, guess this needs bug fixing.
