I have the same issue on Xbox. I have all the databank entires and secrets for the Imperial Dig Site but it is stuck at 91% for me. Now Zeffo is stuck at 99%.
I believe it is bugged in my case because the corridor beyond the now inaccessible red door/force shield is showing as yellow and hence is unexplored. I can't access it though.
