    @reaperL5D I don't know if you were able get your issue resolved but the issue I experienced was fixed switching the xbox one controller off bluetooth and back to usb.

After much struggle I found the settings which made me play the game without any stutters and have a nice experience (I played with a wired XBOX ONE controller):

Specs pc:

i5-6500 CPU

16 GB Ram

GTX 1070

Settings: VIDEO

Fullscreen

Resolution: 2560x1080

Max 30 FPS

Vsync off

Dynamic resolution scaling on

Graphics quality EPIC

Settings: VISUALS

Motion Blur off

Film Grain off

Chromatic aberration on

Camera Shake on

Brightness default
