Yes, as mentioned by @Gargamel314,  you need to have some story progression before you will be able to use all of them.

I'm sorry to hear you are experiencing that. Would it perhaps be possible to capture a short video on the stuttering and freezing for us? It will help us investigate.

@Straatford87 What about a new game plus that would be a great update nd would give alot of people purpose to replay it defeats the soul spending few days collecting everything just to barely use it NG+ would fix that. This game is great but lost alot of value since theres no NG+
