I have tried everything (restart, respawn, fast travel, shut off ps5, no kills, kills) nothing spawns droid. Only collectable needed.
ok having not rested at another meditation point when I fast traveled, I read above poster's workaround "to fast travel to another meditation point, rest and return" that did it. Thanks 'ShotFromGuns'
For anyone else just coming across this, I have now tried this trick multiple ways and can confirm that the only workaround you need is to rest in a different area and fast travel back to Core. You can choose to approach from either direction, via hammer dude or the six sleeping B1s, and you can choose to kill all enemies in your path or just run past them. As long as you do the rest elsewhere + fast travel trick, the scav droid should be there on the far-right side walkway near where the cargo containers first enter the playable area of the map.
