Timeworn bridge stuck at the entrance to the bridge

Summarize your bug Everytime I restart the game I will walk up to the part where you meet merrin again, she says there's imperials up ahead and you have to kill 2 jet troopers and a droid, the droid is absent in my game and when I kill the jet troopers merrin just stands there and I can't have her repair the bridge. I'm stuck at this spot. I've repaired my game and restarted my game many times already. https://www.youtube.com/watch?v=60_5fQc02Tg The entrance in question is at 1:00 in the video. The arch is still collapsed and merrin cant repair it. The droid is not present in my game. EDIT 1: After repairing the game, no enemies spawn, the 2 jet troopers which at first appeared do not appear, I have reloaded the game (exit to desktop) and they are still gone.

Steps: How can we find the bug ourselves? Spawn in, walk to the bridge, droid doesnt spawn, kill imperials, merrin gets stuck.
What happens when the bug occurs? Merrin gets stuck and doesnt repair the bridge
