No, and yes. I do have the ilum starting quest, but the game gave it to me auto, I didn't pick it up myself. Maybe that's the problem, then?
Try leaving the fleet and go to any planet, right click the character portrait and choose Reset All Instances, then go back to the fleet and try again.
Ok, I followed the instructions, the only option that appeared when I got to the planet (which was Quesh), was Local Instances, so I did that, and went back to fleet, and it still wasn't there. I couldn't abandon First Strike, I don't know if I will be able to abandon the follow-up quest, when I get to Ilum, so I didn't test that yet.
