Try to change the email in your EA account to a different one, save changes, then change it back and try again after that.

What if you change it to a different email, then while changed try to purchase under the new email?
Also did you try to delete your saved payment method, then add it back?

No payment method saved. Changed email to my main one. No changes - still can't redeem or purchase. Should I switch email back to original one?

I would call support as for further assistance on this issue and they should be able to investigate further.

Changed email to the previous one from the 2010-07-04 and still nothing. Is that such a hard thing to just re-enable EA account that I still have access for? Can't undetstand - someone is willing to pay for Cartel Coins but there is no way to do it...

If it's not working through those methods then you would need to contact support per the link. It may be something they need to do on their end as unfortunately this is not something that can be fixed via the forums.

The linked ea account likley uses the swtor email used o create the swtor originally
if clicking the ea account it likely just shows an ea disabled email now
if resetting the password on the ea account doesn't restore the account then another ea account exists as you are likely resetting the password for the wrong account
Calling Swtor support, they can place a new email on that ea account if you do not have access anymore
