It may not be a port issue, although are you using upnp on the router ? manual port forwarding is rarely used or needed these days
The last time i saw behavior like this with the launcher was with bitdefender it was locking the processes so the launcher only worked once until the next reboot and rinse and repeat.
See this link for example of what occurred and the end result is exactly what you see now.
when i check router settings i see no options to turn upnp on or off but when i check the manual it says its supported. anyway i checked the link and it was no go i didnt have stuff at the link listed as my problem.
i had to manually forward my ports cause for some reason my game wouldnt launch. when i did that it was able to launch the launchpad GUI 1 time. then if i close it and try again, it does not open. i need help with this badly. when i said it was fixed in the other thread. this was the problem, it only worked 1 time then it stopped working.

Have you considered turning the firewall off on the router as a test to confirm this is the issue ?
it wont allow me to turn the firewall completely off its at the low setting LAN-to-WAN Allow all WAN-to-LAN allow all. but besides that I had a spectrum technician on the phone they forwarded the ports required for this game. it worked 1 time after restarting the router. but after that closing the launcher or the game 1 time and it doesn't work again, even if the port forwarded rules are still there in the router control panel. but still the game doesn't work.
do u know how to get the game to work all the time around the port forwarding issue?

You mean to say that they port forwarded over 13000 ports to one PC ? - Link to ports required to be open.
I would get them to remove all port forwards , if the router is set to low on the firewall. Without knowing your setup and even modem you are best talking to spectrum.
You can narrow down the issue is solely the router, best way is connect your PC to say a Mobile data connection and again test to see if it behaves
or if you can take your system to a friends house, connect to their network and see if it behaves.
Router is the Sagemcom Fast 5260 I did the port forwarding at the link you sent still no go!
also it has UPnP still no go.

Do you have a mobile phone you can tether that computer too , it is best to be 100% certain that the router is what is causing the problem before doing much more

Here is a good page on how to setup for port forward on the sagecom
it wont let me type in letters in the box for IP / gateway / subnet / DNS server configs and some of them have letters I can only use numbers so it doenst work. any ideas?
also I don't want to try the mobile phone I know its the router that's the problem. because as soon as the technician for spectrum forwarded my ports my game worked 1 time after restarting my computer and router. but after that it stopped working on 2nd launch. so its the game or the router Im still trying to find the problem. any help is appreciated.
also every other game ive tried works perfectly fine

IP / gateway / subnet / DNS server are all numbers , how are you getting letters ?
Can you provide an example of the letters is it like a web address ? they can be resolved to the numbers needed using nslookup
