I've done all of these in the past, none work.
you said that you both are running on a wired connection. Is it into a wired router or wireless router? You said your on Windows 10, is your roommate on windows 10 as well?

It's a wired router.
He is on windows 7, but I have tried win 7 8 and 10 on my machine and all had the same error.

On your machine try a reboot of the router and then do a DNS flush on your computer. To do a DNS flush do click Start, go to Search and type CMD, then press enter. In the Command Prompt window type:
ipconfig /flushdns
press enter.

Also here
both wired to the modem, from the picture there he had the all the game ports forwarded to one IP , but I think he added these recently so asked for them to be removed.
Forwarding 20000 ports to one IP, apart from the security aspect the ports wont be needed to be forwarded, his flat mate plays fine with no issues.
