Launching the game on Steam forces my PC to reboot

Whenever I launch the game, I'm shown the loading screen for a brief second, and then my main monitor will turn off displaying "no signal" and then after a few moments, my whole PC will just restart. From what I've searched it's a "CPU overheating" issue but I've seen my temps via HWMonitor upon launching the game and the max is ~64 °C.

I've also attached a DxDiag.

My PC Specs:

CPU: AMD Ryzen 7 3700X

GPU: NVIDIA RTX 3070 Founders Edition

Motherboard: MSI B450 TOMAHAWK MAX

CPU Cooler: ARCTIC Liquid Freezer II 240

RAM: Corsair Vengeance RGB Pro - 32GB @ 3200MHz

PSU: SeaSonic FOCUS Plus 850 W 80+ Gold Certified

    add the lines per the guide if they dont exist 

    Open the client_settings.ini file in notepad and ensure the following are displayed within 

    Fullscreen = false
D3DFullScreen = false
RefreshRate = 60

    @oneRaijin Also, I would like to add that I play highly intensive (on hardware) games and have never come across this problem before. Games that have been out more recently than SW:TOR.

    Alright I've gone ahead and added "Fullscreen = false" and "RefreshRate = 60" in it while also changing "D3DFullScreen" from "true" to "false". I attached how it looks.

    @proxos666 Alright so I was able to launch the game by doing this. My question is, if I were to change the game to fullscreen within the game's settings, will it prevent me from launching again? I've yet to go past the character creation screen so I haven't tried it myself as I need to leave for a bit. I just want to know if by doing what you had told me should fix the rebooting issues and that it was never going to occur again.

    if you can get to the character creation screen , playing is ok 

    as to swicthing to fullscreen use alt + enter and see what happens it really depends on the original cause, the issue will lay in how the game is interpreting the monitor data

    @proxos666 Alright so I can run the game now, but I've figured out what was causing my PC to reboot. Once I went into the in-game settings and changed display mode from "windowed fullscreen" to "fullscreen", that's when it restarts my PC. So I literally can't play the game in "fullscreen". I guess a temporary fix is just playing the game "windowed fullscreen". Know of any potential fixes?
