As far as the reason why the payment was declined your bank should be able to look that up or customer service, but the bank would give more specifics as to why it occurred.

As for the issue at hand about missing rewards.  You would need to submit an in-game ticket to see about getting those rewards.  I cannot guarantee that they will be rewarded however that would be the best way to see about getting those rewards.
