reset level boosting
is it possible to delete one of his Character and get his Level boosting back again, and start a new one with it. or should one buy a new one ?

If you used the master's datacron to level a character to 70, that is not refundable once used.
If you purchased the Outlander Token, that can be returned when you delete your character with it as long as you have not completed or done any activity in the game that rewards credits or experience such as kill mobs, use crew skills, If you have, then you cannot get your token back.
It will give you a prompt before you use a token telling you what will cause it to not get refunded. It will also tell you when you go to delete that character whether it will be refunded
