Aren't you being a little short sighted. There are quite a few teams that can do the required 2% per phase, each player would only needs 4 and if one of them is JTR they can do more than 2%.
As with all raids, the initial grind is pure numbers but as it plays out the key teams get identified and things go much smoother for all guilds regardless of GP.
