Biggest issues with R1 pack? Where are the Empire characters?

Sure, shoretrooper is in there, but not TFP (thats fine because he is easy to farm). But the biggest concern is that they released this pack and others without having deathtroopers or Director Krennic or any number of cool empire characters? The fact that the movie has been out for a few days, they are releasing packs and telling us the schedule, etc. leads me to believe that they forgot to make a few more Empire characters. I mean if we haven't heard about them by now, why would in the future? I see this as a serious blunder. Is there something I am missing?
