Based on this spreadsheet, you'll want your IG-88 to have speed 143 or 144 (144 says 100, but is green, so it might be a rounding error).
Just for the record, what is your problem with IG-88 going first? You scared he triggers Biggs without ability blocking him? But then why do you want HK to go first?
