They can go before droids that do have 100% TM too, as long as they reach that magical threshold. The only difference is that if you doctor speed to sit at 99.9% TM, and they get to 100% TM (eg, Biggs), then they absolutely WILL go first, whereas if you're at 100% TM yourself, it's just RNG who goes first.
