Only the allied starfighters in your fleet benefit from Vader's unique, not your capital ship.

Kylo’s command shuttle doesn't grant the capital ship turn meter. He grants it to other allied ships in your fleet.

TFP boosts your tm on a dodge
Reaper reduces their tm on any kill
Phantom (reinforce) lets u reinforce again 1 turn sooner

I’m aware of Tie Fighter and Reaper’s ability to manipulate capital ship TM but I’ve gained TM with a capital ship without either of those two in the lineup. My assumption was that my capital ship was boosted by Vader or the Command Shuttle since they were both in the lineup.

According to the text, they grant turn meter to “all allied ships.” Doesn’t the capital ship count as an “allied ship?”

No. It would make several ships OP. (Mostly the Shuttle who gets CD reduction along with TM manipulation).
