Do you mean they nerded the drop rate for all purples or just for the new purples?
I stopped with cuffs and started with mk9 binocs around Christmas like Tigzie said, and immediately started getting far fewer drops. I haven't done cuffs since, but it seemed to me there's just a difference in the old purples and new purples
