Darth Maul bugged?

Question

So I have both DM and Palps. Under a Palpatine lead, shouldn't Maul gain some TM if he dazes the whole team on his AOE?Because doesn't gain even a % of TM

The TM gain is only for EmpireSith recover 20% health for each debuff inflicted

What IS bugged about him is that daze applies AFTER you get counter attacked by 5 jedi and die. Or daze applies AFTER biggs gets 100% turn meter and one shots Maul.
