I believe the issue here is everyone believes Dengar's ability allows for TM reduction to hit more often, but when you click on the tenacity down icon above a characters head once debuffed, it says "minimize chances to resist negative status effects" Our guild believes this means Dengar does nothing to increase the chance of TM reduction from happening. Only things like speed down, def down, crit chance down, offense down, etc etc.which are neg status effects. You could make an argument that TM reduction is a neg status effect but we believe that is not the case, a DEV will have to confirm or deny. From testing we have done, it does not appear to effect TM reduction but does increase the things mentioned above from sticking.
