Does level or heroic AAT affect crit chance?

Heroic tank and non-buffed/non-debuffed toons crit way less. For example Rey at 45% crit chance crit a total of zero times on the heroic tank hull over 5 runs. No crit buff or debuff on either. That's 20+ attacks and no crust.

Rebels without Leia have abysmal crit records on heroic and they are 45-60% crit %. W leia buff it's more like what normal tank crits landing is like.
