Exceptions to Assault battle faction rules
I think for these assault battles challenge tiers a few exceptions should be made due to some of the newer squads having leaders that don't fit the faction for the rest of the team that they normally ...

Everything in this game is designed to push development forward. They are not likely to make changes that would allow players to be new content easier with things they have already developed.
On your point too, players have been beating this with rebels and some slight adjustments to strategy.
