Fifth Brother leader clarification

Fifth Brother leader ability with omicron states "If the enemy leader is a Jedi, Jedi leader abilites that grant bonus speed to non-Jedi allies additionally remove 70 Speed". If I understand this correctly this is for situations like Shaak Ti or GAS for Clones. What about the Jedi leader abilities that grant bonus speed to BOTH Jedi and non-Jedi (i.e. JKR)? Would that decrease speed of non-Jedi only by 70 or both?
