G12 and Heroic Raid Reward Changes [MEGA]

@CG_SBCrumb Rewards still stink for lower tiers. The number of RJTs in circulation is inconsequential. So a few more guilds can maybe do a higher tier but for marginally less cruddy rewards. The comment about the RJTs in circulation implies to me that you have no intent to fix the rewards at lower levels and you're just saying that more RJT's should mean that more guilds can do HSTR. The latter is probably true but it doesn't solve the issue for individuals who are HSTR ready but don't want to hop guilds and leave friends just for better rewards. It's not difficult to see that rewards are terrible for lower tiers and do NOT help lower guilds with steady progression towards HSTR. This steady progression is what's important for balance if that's what you're really trying to achieve.
